Job Description:
- Provide a complete Capital advisory service to the Council.
- Produce the final accounts for Capital (PPE, Revaluation Reserves, Capital Adjustment Accounts, CFR and MRP calculations) in accordance with International Financial Reporting Standards and the CIPFA Code of Practice, including preparing the various notes to the accounts for these areas.
- Lead on the management of Fixed Assets Register, calculation of annual depreciation charges, valuations of Properties.
- Maintenance and preparation of capital and component accounts feeding into annual statutory accounts within agreed deadlines
- Preparation of year end capital financing of capital programme for consideration and approval of the Section 151 Officer.
- Address internal and external audit queries related to Capital accounts
- Preparation of audit working papers to provide sufficient evidence of compliance as required by the Council’s external auditors to obtain an unqualified opinion on the accounts in accordance with agreed and approved timescales.
- Lead on asset and capital bids/budget setting and expenditure accounting.
- Lead on Capital Budget Monitoring and responsible for facilitating and provide reports including forecast to Capital Review Board.
- Provide accurate and timely information on all capital works including projects and liaise with development/property teams to monitor costs vs budget on capital works including cashflows-related matters.
- Monitor Capital receipts, Grants, CIL and S106 funding to finance capital programmes.
- Complete government returns in relation to the capital activities of the Council as required including the annual Capital Estimate and Capital Outturn Forms and the Quarterly Capital Expenditure Returns in accordance with published timetables
- Support the development of the Council’s rolling Capital Programme for all capital projects. Liaising with officers across the Council to compile bid and funding information for Capital review board, Senior management Board and Members.
