E&I Engineer (Electrical & Instrumentation) – Brownfield Infrastructure Project

 

Location: Kortrijk, Belgium

Contract: Freelance, 12 Months

Role Summary

The E&I Engineer will play a central role in delivering a complex brownfield infrastructure upgrade on an operational site in Kortrijk. This position requires deep technical expertise in electrical systems, instrumentation, and control integration within existing facilities. The engineer will oversee design, compliance, construction support, FAT/SAT, commissioning, and handover activities while coordinating with multidisciplinary teams and ensuring minimal operational disruption.

 

Engineering & Design

  • Develop detailed E&I design packages including single‑line diagrams, loop diagrams, cable schedules, I/O lists, and instrument datasheets.
  • Review and validate contractor engineering deliverables for compliance with project specifications, Belgian regulations, and site standards.
  • Perform site surveys and as‑built verifications to assess existing infrastructure, identify tie‑in points, and evaluate upgrade feasibility.
  • Specify electrical equipment such as MCCs, transformers, switchgear, UPS systems, field instruments, and control panels.
  • Define instrumentation requirements including transmitters, analyzers, valves, and safety‑related devices.

 

Project Execution & Coordination

  • Act as E&I technical focal point between engineering teams, EPC contractors, vendors, and site operations.
  • Support procurement activities including technical bid evaluations, vendor clarifications, and FAT participation.
  • Coordinate installation works ensuring alignment with construction sequencing, shutdown windows, and safety constraints.
  • Manage brownfield tie‑ins including isolation planning, cut‑over strategies, and risk mitigation.

 

Compliance & Safety

  • Ensure all E&I work complies with Belgian electrical codes (AREI/REI), ATEX directives, and site HSE policies.
  • Participate in HAZOP, LOPA, and risk assessments providing E&I expertise.
  • Support creation of method statements and work permits for high‑risk electrical activities.

 

Testing & Commissioning

  • Develop commissioning plans and test procedures for electrical systems, instrumentation loops, and control logic.
  • Lead FAT/SAT activities with vendors and integrators.
  • Oversee loop checks, energization, and functional testing ensuring seamless integration with existing systems.
  • Support handover documentation including redlines, O&M manuals, and punch list closure.

 

Required Skills & Experience

  • Degree in Electrical, Instrumentation, or Automation Engineering (or equivalent experience).
  • Minimum 7+ years E&I experience in brownfield or operational industrial environments.
  • Strong knowledge of Belgian electrical standards including AREI/REI and ATEX.
  • Experience with infrastructure or utilities projects (water, energy, transport, industrial services).
  • Proficiency with engineering tools such as EPLAN, AutoCAD, or SmartPlant Instrumentation.
  • Hands‑on commissioning experience with electrical and control systems.
  • Strong vendor and contractor management skills.
  • Fluent in English; Dutch or French is a strong advantage.

 

Nice‑to‑Have

  • Experience with PLC/DCS integration (Siemens, ABB, Schneider).
  • Knowledge of SCADA systems and industrial communication protocols.
  • Background in utility networks such as power distribution, pumping stations, or civil infrastructure
