HSE Manager · On-Site

📍 Middenmeer, Netherlands | 💼 Freelance Contract (24 month contract)

We are currently supporting a leading global engineering and project management consultancy on a major data centre construction project in Middenmeer and are looking to appoint an experienced HSE Manager to lead all Health, Safety and Environmental activities on-site.

This is a key leadership position, responsible for developing and implementing the project's HSE strategy, supporting contractor procurement, and driving safety performance throughout the construction lifecycle.

 

The Role

As HSE Manager, you will take ownership of the project's health, safety and environmental management systems, ensuring alignment with client requirements and industry best practice. You will work closely with project leadership, contractors and site teams to establish a strong safety culture, maintain compliance and ensure the successful delivery of a complex, multi-contractor construction programme.

The successful candidate will also manage a team of HSE Coordinators/Inspectors as construction activities ramp up.

 

Key Responsibilities

  • Establish and implement project-specific HSE policies, procedures and standards
  • Ensure compliance with client requirements, local regulations and project expectations
  • Integrate HSE requirements into the procurement and onboarding of multiple main contractors
  • Drive a positive health and safety culture across the project workforce
  • Lead all HSE activities throughout the construction phase
  • Manage HSE performance, reporting and KPI tracking
  • Conduct site inspections, audits and compliance reviews
  • Lead incident investigations, corrective actions and lessons learned processes
  • Support emergency preparedness and response planning
  • Manage and mentor a team of 1–2 HSE Coordinators/Inspectors

 

Ideal Candidate Profile

  • Proven experience as an HSE Manager on large-scale construction projects
  • Previous data centre or mission-critical project experience preferred
  • Strong experience managing HSE requirements across multiple contractors
  • Track record of implementing project-wide HSE systems and processes
  • Experience driving safety culture and continuous improvement initiatives
  • Strong stakeholder management and communication skills
  • Ability to work on-site in Middenmeer at least 4 days per week
  • Eligible to work in the Netherlands
