The Role:
An end client is seeking an experienced Commissioning Manager to take ownership of the full commissioning lifecycle on a large-scale data centre construction project in Bedburg, NRW.
This is a direct end client engagement, not a sub-contract position, and the successful candidate will lead commissioning from Level 0 through to Level 5 across the full facility.
The project offers genuine long-term security, with an initial 18 month term and extension options taking the engagement up to three years.
Key Responsibilities:
Own and deliver the commissioning programme across all five levels:
  • Level 0, review of design documentation, commissioning specifications, scripts and method statements
  • Level 1, factory acceptance testing (FAT) of critical plant including UPS, switchgear, generators, chillers and CRAH/CRAC units
  • Level 2, delivery inspection and site acceptance testing (SAT), verification against specification on arrival
  • Level 3, pre-functional checks, component start-up and static testing
  • Level 4, functional performance testing of individual systems and sub-systems
  • Level 5, integrated systems testing (IST), including load bank testing, black building tests, failure
  • mode simulation and full facility load transfer
  • Develop, review and approve commissioning scripts, test procedures and acceptance criteria
  • Produce and maintain the commissioning programme, aligning it with the wider construction schedule and identifying critical path risks early
  • Chair commissioning coordination meetings with the general contractor, MEP subcontractors, vendors and the client operations team
  • Manage the witnessing and sign-off process, ensuring all documentation is complete, traceable and audit-ready
  • Drive the snagging and de-snagging process through to close-out
  • Manage the handover of systems to the client operations and facilities team, including O&M documentation, as-built records and operator training
  • Act as the client's technical authority on commissioning matters, maintaining quality standards and holding contractors to the agreed specification
  • Ensure all commissioning activity is delivered in line with German safety legislation and site EHS requirements, including safe systems of work and permit control on live electrical systems
Essential Requirements:
  • Proven experience leading commissioning on data centre or comparable mission critical projects (semiconductor, pharmaceutical cleanroom, hospital or similar high-availability environments)
  • Demonstrable delivery of a project through the complete Level 0 to Level 5 process, including IST
  • Strong technical grounding in critical MEP systems: MV/LV distribution, UPS, standby generation, busbar, BMS/EPMS, cooling and fire suppression
  • Experience working client side or holding client-side technical authority
  • Ability to manage multiple contractors and vendors simultaneously and hold them to programme
  • Confident producing and reviewing commissioning documentation to an auditable standard
  • Freelance status with the ability to invoice as a self-employed contractor
  • EU right to work (no visa sponsorship available)
  • Willingness to be site based in Bedburg for the duration of the contract
Desirable:
  • German language ability, particularly for contractor and authority-facing communication on site
  • Previous delivery on a hyperscale project in the DACH region
  • Familiarity with German electrical standards and safe working practice (DIN VDE 0105-100, EN 50110, BetrSichV)
  • Experience with commissioning management software and digital sign-off platforms
  • Relevant electrical or mechanical engineering qualification
