Project Overview

We are seeking an experienced Freelance Commissioning Manager to join a major data centre new build project in Frankfurt. You will be responsible for leading all commissioning activities across mechanical, electrical and controls systems, ensuring the facility is delivered to the highest standards of quality, safety and operational readiness.

Key Responsibilities

  • Lead and manage the full commissioning programme from Cx Level 1 through to Level 5 (L1–L5) across all MEP systems
  • Develop, own and maintain the Commissioning Management Plan (CMP) and associated documentation
  • Coordinate and manage the commissioning team including subcontractor Cx engineers across electrical, mechanical and controls disciplines
  • Manage and review Cx documentation including ITPs, Method Statements, FAT/SAT records, test scripts and handover packs
  • Chair and minute regular commissioning progress meetings with the client, main contractor and subcontractors
  • Interface directly with the client's technical team, facility management and operations team throughout the commissioning and handover process
  • Oversee integrated systems testing (IST) and ensure all systems are tested to design intent
  • Manage punch list and defect resolution process through to practical completion
  • Ensure all commissioning activities are carried out in line with BSRIA BG 8/2009 (or equivalent) commissioning methodology
  • Coordinate with the BMS/EMS controls team to ensure all sequences of operations (SOOs) are validated
  • Maintain and report on commissioning programme, flagging risks and delays to the project manager
  • Ensure full compliance with site safety requirements including CDM regulations, PTW systems and LOTO procedures

Systems Scope (typical)

  • HV/LV switchgear, transformers and distribution boards
  • UPS systems, battery systems and static transfer switches (STS)
  • Generators and ATS/STS
  • Busbar trunking systems
  • Precision cooling — CRAH/CRAC units, chillers, cooling towers, dry coolers
  • BMS/SCADA/EMS integration and validation
  • Fire suppression and detection systems
  • Security and access control systems

Essential Requirements

  • Minimum 7–10 years experience in MEP commissioning, with at least 3 years as Commissioning Manager on data centre projects
  • Proven track record delivering Cx on hyperscale or colocation data centre builds in Europe
  • Strong knowledge of BSRIA commissioning methodology and Cx Level 1–5 processes
  • Experience managing multidisciplinary Cx teams across electrical and mechanical disciplines
  • Proficient in producing and managing commissioning documentation — CMP, ITPs, test scripts, handover packs
  • Ability to interface at senior level with clients, main contractors and subcontractors
  • Fluent English required; German language skills advantageous

Desirable

  • Experience on Tier III / Tier IV certified facilities (Uptime Institute)
  • Familiarity with German building regulations and electrical standards (VDE, DIN)
  • Previous project experience in Frankfurt or wider DACH region
  • IOSH Managing Safely or equivalent H&S qualification

Engagement

This is a freelance engagement. Candidates must operate via their own limited company, GmbH, or equivalent European entity. Candidates must hold or be able to obtain an A1 certificate where applicable. German AÜG compliance will be assessed at offer stage.
