Construction Manager | Lower Saxony | Freelance

Scope: ~28 km trenching + 30 km sub-duct installation in existing ducts (turnkey fiber project)

Location: Central Germany

We are seeking a hands on construction manager to oversee the construction of a comprehensive duct infrastructure, including cabinet installations, manhole construction, and full surface reinstatement. The project scope covers both HP+ (homes passed) and HC (home connection) works, along with the placement of sub-ducts within existing pathways. All activities are carried out using a forward‑construction approach that ensures uninterrupted fiber blowing and seamless customer activation.

 

Your Role

As the client’s representative in the field, you will manage daily operations, ensuring that all civil construction and fiber-related activities (fiber installation performed by our sister company) adhere to regulatory requirements, approved plans, safety rules, quality expectations, and the project timeline. You will be the central point of communication for contractors, municipalities, and residents.

Daily Responsibilities

  • Oversee day‑to‑day site activities, including safety compliance, permit adherence, traffic management, and public protection
  • Verify construction quality in alignment with technical drawings, work instructions, and project specifications
  • Track and report daily progress, including installed meters, deviations, and operational challenges
  • Ensure personnel compliance (attendance, A1 certificates, insurance, etc.)
  • Coordinate efficiently with subcontractors, local authorities, and property owners
  • Maintain precise documentation in DeepUp/OciusX, including checklists, photographic evidence, and daily site records
  • Identify potential risks, non‑conformities, or incidents and escalate them promptly
  • Follow a structured daily checklist covering safety, workforce, quality, progress, and reporting requirements

Requirements & Key Conditions

  • Full-time presence across active work sites
  • Fluency in German (mandatory for communication and compliance)
  • Project duration: until 30 November
  • Multiple field teams operating simultaneously (approx. 60 m/day expected output per team)

Ran by our head of L&D this programme is designed to support junior managers as they start their management career. This involves things like personal branding, time management and ends in a business plan which is presented to members of the Exec board and senior management team.
