We are engaged by a leading EPC contractor delivering a major hyperscale data centre programme in the Frankfurt area. We are seeking an experienced freelance HSE Manager to take ownership of health, safety, and environmental performance on a technically complex, fast-paced project. This is a senior, client-facing role on one of Europe's most active data centre markets, with a contractor operating at the forefront of mission-critical construction delivery.

THE ROLE

Reporting directly to the Project Manager and interfacing regularly with the client HSE team, you will serve as the primary HSE authority on site. You will be responsible for establishing and maintaining the project HSE management system, driving a proactive safety culture across a multinational workforce, and ensuring full compliance with German occupational health and safety legislation including the Arbeitsschutzgesetz and Baustellenverordnung.

Day-to-day responsibilities will include developing and implementing site-specific HSE plans, procedures, and risk assessments, conducting regular site inspections, audits, and toolbox talks, managing subcontractor HSE performance and pre-qualification across civil, structural, MEP, and fit-out packages, investigating incidents and near-misses and driving corrective action, producing HSE reporting for the client and senior management, and acting as the primary point of contact for regulatory authorities where required.

WHAT WE ARE LOOKING FOR

A proven track record as lead HSE Manager on major construction programmes is essential, with direct experience on data centre, hyperscale, or mission-critical construction strongly preferred. Candidates will have strong working knowledge of German HSE legislation and ideally hold SiGeKo (Sicherheits- und Gesundheitsschutzkoordinator) qualification or equivalent. NEBOSH, IOSH, or an internationally recognised HSE qualification is expected alongside a relevant engineering or construction degree or equivalent professional background.

Experience managing HSE across large, diverse subcontractor workforces in a fast-paced construction environment is essential. Familiarity with hyperscaler client HSE standards and reporting requirements — whether Google, Microsoft, Amazon, Meta or similar — is a distinct advantage. The ability to communicate with authority and credibility at all levels — from site operative to client senior leadership — is equally important.

REQUIREMENTS

EU passport or full EU working rights required. Professional working proficiency in English is essential and German language skills, while not mandatory, are a significant advantage in this market and this role. Candidates must be available to mobilise promptly.
