JOB OPPORTUNITY – Interim Assistant Director of Procurement – Local Authority – 100% Remote
Job Role: Interim Assistant Director of Procurement.
Contract Duration: 6 Months +
Rate: DOE
IR35: Inside IR35.
Fully Remote: 100% working from home.
Days: Happy to consider part time or full time hours.
Earliest Start Date: Beginning of September.
I am working closely with a newly created Combined Authority who are in the market and on the lookout for someone to complete the setting up of their procurement processes, systems, documentations and strategies.
Given the scope of procurements their priority preference of candidates specific local authority experience would be:
- Corporate services procurement (skills, training etc.)
- IT Procurement
- Construction
Main Duties
- Develop and deliver the Authority's Procurement & Commercial Strategy, aligned to corporate and regional priorities.
- Lead all procurement, commissioning, contract management and supplier relationship activities.
- Ensure compliance with the Procurement Act 2023, governance requirements and commercial risk frameworks.
- Provide strategic commercial advice to senior leaders, Members, Committees and the Mayor.
- Lead major procurements, complex commercial projects and high-value supplier negotiations.
- Drive value for money, efficiency, social value, sustainability and local economic growth through procurement activity.
- Lead procurement transformation through technology, data analytics, performance management and continuous improvement.
- Build, develop and lead a high-performing procurement and commercial team while managing key stakeholder and partner relationships.
Candidate Must-Have Criteria
- Significant senior leadership experience within a complex public sector organisation.
- Proven track record leading strategic procurement and commercial functions.
- Experience developing and implementing procurement strategies, policies and governance frameworks.
- Extensive experience delivering major procurement programmes and high-value procurements.
- Strong knowledge of the Procurement Act 2023, public sector procurement regulations and commercial risk management.
- Experience advising senior executives, boards, committees, elected members or equivalent stakeholders.
- Successful experience leading organisational change, transformation and continuous improvement initiatives.
- MCIPS qualified (Level 6 Professional Diploma in Procurement & Supply), with degree-level education or equivalent experience and evidence of ongoing CPD.
